COVID-19: Update on municipal services and contacts
The Municipality of North Perth continues to prioritize the health and well-being of residents and businesses by following advice from Huron Perth Public Health and the Provincial Government.
In response to the provincial announcements, the Municipality of North Perth is making the following adjustments to our operations and services:
Municipal Administration Office |
The North Perth Municipal Administration Office remains closed to drop-in visits. In-person service at the Municipal Office is available by booked appointment. Citizens requiring a municipal service that cannot be served by an alternative transactional method (i.e. online or by telephone) will be able to enter and meet with a staff member at a temporary meeting space in the office lobby. Please contact the Customer Service Associate at 519-291-2950 ext. 2086 or nnoble@northperth.ca to enquire on booking an appointment. Water testing sample bottles are available for pick-up at the North Perth Municipal Office. Please contact staff at 519-291-2950 ext. 2086 to arrange a pick-up time. All samples must be returned to the Huron Perth Public Health offices in Stratford or Clinton. Please contact Huron Perth Public Health at 1-888-221-2133 for more information or questions. Courier deliveries may be dropped off at the front entrance doors of the Municipal Office during office hours, Monday-Friday 8:30am-4:30pm. If possible, please call the office to notify staff of your drop off. |
Building and Planning |
At this time, building permit applications will be accepted electronically by email. Please send the applicable forms and documents to Hunter Kerr or Dave Culp. For most up to date information, please monitor this website. If not possible to apply electronically, please schedule a time with Building Department staff to drop off your application and drawings at the Municipal Office (330 Wallace Ave. N., Listowel). Permit applicationsOnce the application has been reviewed and is ready to be issued, applicants will be notified of application fees owing via email or phone. Cheques can be dropped off at the Municipal Office drop-box (please put “Building Permit” on the memo line) or be paid online (see below on how to pay online). Once payment is received, the building permit will be issued electronically, or arrangements will be made to be picked up. InspectionsThe Building Department will only be performing mandatory building inspections for non-occupied buildings. Inspections of occupied buildings will only be conducted if no persons are present in the building, during the inspection or by photos.
Plans for any new structure, addition or renovation must be approved. A Building Permit is your formal permission to start construction or demolition. How to Pay your Permit Fee OnlinePlease note that RBC doesn’t provide this service to their customers.

Environmental Services |
Water and wastewaterWater and wastewater services are considered an essential service and are operating as usual. Precautions have been put in place to ensure staff are protected and able to perform their operational duties. Emergency response will be provided 24 hours a day. Operations have been divided amongst staff to ensure social distancing. Water and wastewater staff will not be entering homes or businesses and will be refraining from interaction with the public whenever possible. If you have a water or wastewater question/concern, please email Public Works or call 519-292-2067. For after-hours emergencies related to water or wastewater, please call 519-291-2940. Garbage and recyclingCurbside garbage and recycling pick-up is provided by Bluewater Recycling Association and will continue as an essential service. We strongly encourage the public to utilize curbside pick-up to dispose of your waste and recycling as much as possible during this time. LandfillThe Elma Landfill will remain open and continue the normal process for accepting payments, including cash, cheque or debit. North Perth Landfill accounts will be accessible to property owners only. Please only visit the Elma Landfill for essential purposes. Landfill transactions that are less than $30.00 will be encouraged to pay by cash, debit or cheque, at the time of the transaction. Landfill transactions that are more than $30.00 may also be left on account to be invoiced (if you are a North Perth property owner). Landfill accounts will be managed as follows:

Fire |
The North Perth Fire Department is responding to all emergency requests as normal at this time. All other services have been suspended until further notice. The Listowel Station Administration Office is closed to the public. Contacts:

For inquiries or concerns related to roads, sidewalks and construction, please email Public Works or call 519-292-2067. You can also use our online Report a Problem form to submit problems with garbage collection, wildlife, potholes, garbage dumping, streetlights, tree concerns, water/sewer issues, etc. |
Parks and Recreation |
Recreation facilities and community halls/rooms are closed to the public but available for booked rentals as per the Provincial COVID-19 Response Framework. Ice rentals are available at the Steve Kerr Memorial Complex until the end of the season. For rental enquires, please contact the Recreation Facilities Booking Coordinator at 519-292-2054 or email njohnston@northperth.ca. Recreation programming is being gradually reintroduced in line with public health and provincial guidelines and restrictions. Follow the Municipality of North Perth on Facebook (@north.perth) or Twitter (@NorthPerth1) for program updates. Alternatively, contact the Program Coordinator at 519-292-2055 or kbroughton@northperth.ca for programming information and questions. Outdoor recreation amenities remain open. Residents are asked to maintain physical distance (i.e. 2 metres) from those outside their household when using municipal outdoor recreation amenities. Visit the Virtual Programming Hub page for recreation, leisure and library program/activity ideas that you can do at home. Walking TrackThe Indoor Walking Track at the Steve Kerr Memorial Complex is open Mondays, Wednesdays and Fridays from 8:00 a.m.-12:00 p.m. Municipal Staff will be present to conduct screening and contact tracing. The following COVID-19 Guidelines are in place:
Outdoor RinksOutdoor rinks are open in Atwood and Listowel (as of February 24th, the Monkton outdoor rink is closed). Currently, the maximum skater capacity is 10 skaters. Skating spots are on a first-come, first-serve basis. If the rink is at capacity, skates are limited to 30 minutes. Municipal staff will be on site to supervise. The outdoor rinks and the Municipality’s other outdoor amenities are open for exercise purposes only, not socializing areas. If Municipal Staff feel that ice conditions do not allow for safe skating, Staff have the right to close the rinks at anytime. Parents/guardians must be present at the rink with skaters. Hours:
Please view the rules below before using the outdoor rinks: Under COVID-19 restrictions, outdoor rinks are only for physical recreation, not for gathering or socializing. Please visit them only with members of your own household. Outdoor rink operating hours is weather-dependent and subject to change. Please remember to be kind to and thankful for the volunteers and staff whose time and effort give us this rink to enjoy. The Council of the Municipality of North Perth will continue to meet remotely via Webex video-conferencing. The 2021 Budget Meetings will also continue as scheduled and occur remotely. Instructions for Employers - November 12, 2020
Huron Perth Public Health has released updated Public Health Instructions to Persons Responsible for a Business or Organization permitted to be open under the Reopening Ontario (A Flexible Response to COVID-19) Act, 2020 (ROA) and related Regulations, or otherwise.
These updated Instructions align with the updated provincial O. Reg. 364/20 and provide further information on how different sections of O. Reg. 364/20 are to be implemented at a business and/or organization.
HPPH has also released a Business and Organization Toolkit to support operators when implementing these instructions in your workplace. Find the updated instructions and toolkit here on the HPPH website.
Instructions on masks/face coverings
Dr. Miriam Klassen, Medical Officer of Health for Huron Perth Public Health (HPPH), issued formal instructions, effective July 17, to employers requiring the use of face coverings in all commercial establishments in Huron & Perth counties.
