Mayor Issues North Perth Housing Acceleration Opportunity Scan Directive
North Perth, June 2, 2026 – Mayor Todd Kasenberg has issued a Mayoral Directive under the Municipality's Strong Mayor Powers directing staff to undertake a North Perth Housing Acceleration Opportunity Scan aimed at identifying practical opportunities to increase housing supply - including housing that would be considered attainable and affordable - across North Perth.
The directive instructs staff to evaluate municipally-owned lands, lands owned by other public-sector organizations, and selected housing opportunity properties that may support future residential development, redevelopment, intensification, adaptive reuse, or innovative housing solutions.
The exercise is intended to create a practical roadmap of opportunities that can help North Perth address housing needs while supporting future growth, workforce attraction, economic development, and community well-being.
"We have, for years, been working towards improving the housing circumstances in our community, with specific emphasis on affordable and attainable housing to support the most vulnerable amongst us and the growing group of workers in our factories and on our farms," said Mayor Todd Kasenberg. "It was clear, when I was elected more than seven years ago, that housing change would be amongst the highest priorities of my time in office, and I have worked with Council colleagues, staff and well-intentioned organizations and people to push the needle. We have made some progress, but it is time to orient towards the future. As I plan my exit from office, I want to see one last push made - a push for information and potential action opportunities - that I can bequeath to the next Council for its use in planning a better housing future in our community."
The North Perth Housing Acceleration Opportunity Scan will focus on identifying sites that may support a range of housing forms, including attainable home ownership opportunities, affordable housing, rental housing, workforce housing, seniors housing, land lease communities, and innovative modular or factory-built housing solutions.
Staff will be asked to assess opportunities using a practical, planning-level approach. The review will not involve detailed engineering studies, acquisition negotiations, property valuations, or business case analyses. Instead, the exercise will identify opportunities, estimate potential housing yield, explore possible development concepts, and identify potential implementation partners.
The directive also encourages staff to consider opportunities that may emerge through collaboration with private-sector developers, public-sector organizations, not-for-profit housing providers, housing cooperatives, Indigenous organizations, faith communities, and other potential partners.
A key outcome of the initiative will be the creation of a prioritized inventory of housing opportunities and a series of conceptual development scenarios designed to help Council better understand how housing supply could be accelerated over the coming decade.
"If there is a vacant lot, an underused public property, an opportunity for modular housing, a partnership waiting to happen, or a site that could support dozens of homes rather than a handful, I want us to know about it," said Mayor Kasenberg. "We may not pursue every opportunity, but we should understand the opportunities available to us and leave future Councils with a stronger roadmap than we have today."
The final report will provide Council with a planning-level assessment of housing opportunities throughout North Perth and identify a series of potential quick-win, intermediate-term, and longer-term opportunities capable of supporting the Municipality's housing objectives.
Staff have been directed to report back to Council with the results of the North Perth Housing Acceleration Opportunity Scan in September 2026.
