Council Members

Mayor Todd Kasenberg

First elected in 2018, Todd Kasenberg has served his first term as Mayor of North Perth and was re-elected in 2022. He has a passion for North Perth and pronounces himself “North Perth Proud!”

Todd was born and raised in Windsor, Ontario, and has lived in a number of communities before landing in Atwood in July, 2016. He has a Bachelor’s of Science degree (Microbiology and Immunology) from McGill University in Montreal, QC, and a Master’s in Science degree (Biology) from Western University, London, ON. 

Todd’s early career included leadership roles in the not-for-profit sector, encompassing both crime prevention and fundraising. At a young age, he gained experience with community leadership and making tough decisions with limited funding. He transitioned to a career in positions within and supporting the pharmaceutical industry. As a pharmaceutical marketer, he was responsible for the marketing communications plan and tactics for two of Canada's most successful pharmaceutical brands.

Since 2009, Todd has owned his own business and served as a partner in another (a web technologies consultancy). His work focuses on optimizing human performance for a range of verticals, and helping organizations tell their stories. He has co-authored a paper on optimizing group processes with physicians through advisory boards, and recently wrote his first e-book on Great Group Facilitation. He is also a software and app entrepreneur, with solutions that address employee engagement, learning, event management and market research. 

Todd is married to rhyming poetry blogger Sharon Flood Kasenberg, and is father to adult sons Samuel and Daniel. He is a member of the Atwood Lions Club and retired President of the Linguists of Listowel Toastmaster Club. He enjoys sharing his Atwood home with international students, and teaching others the finer lessons of Star Trek.

Deputy Mayor Doug Kellum

Doug has served on North Perth Council for 16 years, the past 8 as Deputy Mayor. Doug was born and raised in Listowel along with his wife Jan. Together they have a son Tyler, a daughter Laura and have 4 grandchildren. 

Doug is in his 38th year working for Ideal Supply Ltd, one of Canada's Best Managed Companies for many years, 32 of those years as an Account Manager. 

Doug is deeply committed to his community being involved with several organizations. He is a past director for the Wallace Optimist Club, Listowel Minor Baseball Executive, Listowel Junior B Cyclone Executive as well as North Perth Fire Fighter for 15 years. 

As your Deputy Mayor and representative on Perth County Council, Doug's wide variety of interests include the Fire Service, Doctor Recruitment, Long Term Health Care, and Parks and Recreation. He is passionate about his community and will continue giving back to North Perth, making it a great place to work, live and raise a family.

Elma Ward Councillor Matt Duncan

Matt has been a lifelong resident of North Perth and currently resides in Atwood. Along with his Municipal Councillor duties, he owns and operates a small business providing wildlife control solutions for residents of North Perth and much of southwestern Ontario.

As Matt and his family plan to be lifelong residents of North Perth, he became involved in municipal politics with the hopes of helping guide our community to a sustainable and prosperous future, focused on fair and accountable treatment for all residents.

Councillor Duncan's other interests include outdoor pursuits such as hunting, trapping and fishing.

Elma Ward Councillor Dave Johnston

Dave was first appointed to Elma Council in 1996, then elected to North Perth Council from Amalgamation until 2010. He stepped aside for 8 years, but returned to Council in 2018 and is entering his 8th term in total.

Dave and his wife Christine have been married for over 25 years and are the proud parents of four children; Sam, Seth, Kaleb and Hannah. They reside at the family farm Dave grew up on, just north of Britton.

Together with his brother Doug, Dave owns Maplevue Farms Inc, which has been in the family for over 125 years. Maplevue is a dairy and grain farm, milking 140 cows at two locations and farming close to 2,000 acres. 

Dave's passion is agriculture and all things related to it. He has served as a 4H leader for many years, most of his volunteer time is centered around 4H. 

Dave intends to represent the farming community at the Council table and bring the concerns of the rural ratepayers forward.

Elma Ward Councillor Allen Rothwell

Allan was first elected to Council representing the Elma Ward in 2018, and was re-elected in the 2022 Election. During the past term of Council, he was a member of various committees including: Elma Logan Arena and Park Advisory Committee, North Perth Recreation Advisory Committee, Atwood Cenotaph Committee, Mayor's Task Force on Affordable Housing, as well as the Bluewater Recycling Association and the Ausable Bayfield Maitland Valley Source Protection Committee.  

Allan graduated from the University of Waterloo's School of Urban and Regional Planning and completed the post graduate Municipal Administration Program, and also received an Executive Diploma in Municipal Management. 

Allan and his wife, Nancy, live on a farm in the Elma Ward and have 4 adult children; Sarah, Mary, Ben and Anne. While their children attended Elma Township Public School, Allan was a volunteer at all of the Fun Fairs and served on the School Council. He has also volunteered with Elma Minor Soccer, Listowel Minor Hockey, Milverton Minor Hockey, the 2005 and 2013 International Plowing Matches, and the Listowel Fair, as well as his church. Additionally, he has had the opportunity to volunteer with many fellow residents for other worthy causes within our community. 

After a 32 year career in public service, Allan retired from the County of Perth in 2019 after 27 years of service. During his time as a professional land use planner, he was directly involved in the growth and development of this community and understands many of the opportunities and challenges that this community has experienced.  Allan is looking forward to representing the community and working together with Council and staff to serve the residents of North Perth.

Listowel Ward Councillor Neil Anstett

Neil was first elected to Council in the 2018 Election, and was re-elected in the 2022 Election, representing the Listowel Ward of North Perth. Neil comes from a family with a long history of public service, his Great-Grandfather, Grandfather, and Father all served as Reeve in the Former Township of Greenock, and Neil is proud to follow in their footsteps.

Neil lives in Listowel with his wife Amelia and their sons Everett and Duncan. Neil attended, and graduated from Wilfrid Laurier University with an Honours Bachelor of Arts Degree in 2010 and completed his post graduate studies at Conestoga College in 2011. Currently, Neil is employed as a Human Resources Manager with Cemtol Manufacturing and holds a Certified Human Resources Leader Designation. 

In terms of community involvement, Neil is an active member at his church, and has been an active volunteer with Listowel Minor Hockey. With his sons starting to play sports, in his spare time, Neil can probably be found on an ice rink, baseball diamond or soccer field helping with their teams.

As someone who lives and works in North Perth, Neil is passionate about ensuring that all residents have access to great services, and that their tax dollars are spent wisely, effectively and with them in mind. 

Finally, Neil decided to run for Council to give back to the community, and strives to make North Perth a great place to Live, Work, and Play.

Listowel Ward Councillor Sarah Blazek

Born and raised in North Perth, Sarah lives in Listowel with her husband, Mirek, and their two daughters, Laila and Madilynne. She was elected Councillor for Listowel Ward in 2022.

Sarah is a makeup artist operating a small business out of her home which has allowed her to be an at-home-parent for thirteen years. Prior to that, she received her post-secondary education at Conestoga College, and obtained a Real Estate Sales License from Ontario Real Estate College. 

Community involvement is important to Sarah. She began volunteering as a candy-striper at Listowel Memorial Hospital in her adolescence. Since then she has given her time to Community Living North Perth, Perth County Optimism Place, vacation Bible school with LEMC and Bethel CRC, and as a youth group mentor at LEMC. She has been on the North Perth committees for the Canadian Cancer Society's Relay for Life, 100 Women Who Care and Aspire to Inspire a Celebration of Women. She co-chaired a small group for young moms at LEMC, coached soccer together with her husband for Listowel Minor Soccer, and has been an active volunteer at her children's school - primarily with the reading program for kids who are struggling to read. 

In her leisure time, you can often find Sarah spending time with her large extended family. Her other favourite things to do are watch movies with her family, experience great restaurants with good company, curl up with a book, and soak up as much beach time as the summer will allow. 

Sarah is passionate about democracy. She has long had an interest in politics and government so serving her community on Council seemed like a natural step. She looks forward to working hard to show the voters that their confidence in her was not misplaced. She intends to help build on and grow the foundation that is already here so that future generations can be as proud to call North Perth home as she is.

Listowel Ward Coucillor Matt Richardson

Matt was born and raised in North Perth and has been a resident of this great community for over 50 years. He is currently employed at Home Hardware Stores Ltd. in St. Jacobs as a Merchandising and Systems Supervisor and has been employed there for over 30 years. He has proudly served on North Perth Council since 2010 as a Councillor in the Listowel Ward. 

In 2009, Matt retired from the North Perth Fire Service after 9 years of service at the Listowel Station as a volunteer firefighter.

Continued growth and expansion is the key to a vibrant and welcoming community for everyone. North Perth can continue to grow and prosper under the watchful eye of a municipality that realizes our potential as a hub for industry, agriculture and commerce, while still retaining small town, rural family values.

Honesty, integrity, respect, and a willingness to listen to your opinion is vital as a Councillor. Matt encourages you to contact him with any questions, concerns or ideas, and he will work diligently on your behalf.

Wallace Ward Councillor Lee Anne Andriessen

Lee Anne was first elected to North Perth Council in 2018 and will fulfill a second term as councillor.

Her family farms in Wallace Township where they are dairy and chicken producers. Her husband Doug and oldest son, Kyle, run the operation. Her youngest son, Noah, works for Libro and has a Honey Apiary on the farm. 

Lee Anne’s degrees include Bachelor of Arts (B.A.), Bachelor of Education (B.Ed.) and a Master’s of Education (M.Ed.). She taught elementary school for 10 years and then worked as an elementary school administrator for 21 years in the Waterloo Region. She was also an instructor for new principal candidates through the Ontario Principals’ Council. Her greatest accomplishment included building Chicopee Hills P.S. for 880 students and 75 staff. She retired in 2020 and started a boutique called Simply Celebrate You. 

Community involvement is one of Lee Anne's passions. She actively volunteers with the Listowel Agricultural Society and with United Way Perth-Huron Community Committee. She is also on the Hope Links Advisory Committee. Previously, she headed up the Concerned Citizens of Wallace and Mapleton who successfully stopped wind turbines from locating in the area. Through her company, she organizes third-party fundraiser events like Fashion Shows and English Teas that provide community events to raise money and awareness for charity at the same time. 

Lee Anne is a passionate advocate for agricultural business in North Perth. She believes in the importance of supporting agriculture as it is a key economic driver in our municipality. From working with a diverse population as an educational administrator, Lee Anne has a passion for helping people and meeting their needs and is interested in equity. Based on her professional experience, Lee Anne has expertise with fundraising, human resources, budgets and small business management.

Coming back for a second term on council was important to Lee Anne. She feels that there is a lot to do on many fronts including affordable housing, doctor recruitment and economic development with an agricultural lens. She has enjoyed contributing to council committees including the Library Board and the Economic Development Advisory Committee and looks forward to continued involvement on these committees. During Council Meetings, you will see Lee Anne keenly engaged in the issues, asking questions and contributing to the debate.

Wallace Ward Councillor Marc Noordam

Marc Noordam was born in the Listowel Memorial Hospital and raised on a farm just north of Wallaceville where he and his wife Corinne currently reside. He attended Wallace Public School and later attended Listowel District Secondary School. Soon after graduating high school, Marc began working for the Municipality out of the Wallace Public Works shop during the 2016 winter season as a grader operator. In the fall of 2017, Marc attended the University of Guelph Ridgetown Campus and graduated in 2019, all the while coming home on weekends and holidays to continue to plow roads, and later returned for another two full seasons with Public Works. 

Personally, Marc enjoys camping, playing the drums, travelling and anything to do with agriculture. He married his wife Corinne in the summer of 2021. He is an active member at the Drayton Reformed Church helping with his musical talents and is a Senior Youth leader alongside his wife. 

The Noordam family currently operates a dairy, crop, and sheep farm in the Wallace Ward. This will be Marc's first term as a Wallace Ward Councillor. He will be bringing a strong passion for agriculture, land use planning, roads and infrastructure and an overall passion for the people of Wallace and North Perth as a whole.
