We rely on its citizens to volunteer their time and expertise by serving on various boards and committees. These boards and committees give input and recommendations on matters that affect the entire community.

Committees, Boards and other Public Appointments

Elma-Logan Arena and Parks Committee

The Elma Logan Arena and Park Advisory Committee provides advice and recommendations to Council on recreational policies and programs specifically related to the Elma Logan Recreation Complex. The primary objectives of the committee are to:

  • provide advice and guidance to Council on matters pertaining to policies, practices and programs concerning parks, recreation and beautification;
  • review and advise on the recreation needs of the community;
  • provide opportunity for the pursuit of leisure and recreation, in order to improve the quality of life in the community;
  • refer to the Parks and Recreation Services Master Plan when making recommendations to Council.

North Perth Recreation Advisory Committee

The North Perth Recreation Advisory Committee provides advice and recommendations to Council on recreational policies and programs for all Recreation facilities, parks and trails in the Municipality of North Perth. The primary objectives of the committee are to:

  • provide advice and guidance to Council on matters pertaining to policies, practices and programs concerning parks, recreation, trails and beautification;
  • conduct advocacy on behalf of recreation and parks users in the municipality;
  • review and advise on the recreation needs of the community;
  • provide opportunity for the pursuit of leisure and recreation, in order to improve the quality of life in the community;
  • provide support and coordination of neighborhood community efforts necessary for the development and implementation of leisure and recreation facilities, parks and programs;
  • refer to the Parks and Recreation Services Master Plan when making recommendations to Council.

North Perth Library Board

The North Perth Public Library Board is responsible for the operation of the Municipality's library system.

North Perth Committee of Adjustment

The Committee of Adjustment considers and may authorize minor variances from the Zoning By-law and review and permits extensions and enlargements to legal nonconforming uses. These decisions are made as follows:

  • the Committee's decisions must be consistent with the Provincial Policy Statement, conform to Provincial Plans and comply with the Municipality of North Perth Official Plan and County of Perth Official Plans and the North Perth Master Growth Plan;
  • the Committee must consider the applications in light of the requirements as laid out in the Planning Act;
  • the Committee must also be aware of Council decisions when making its decisions and must consider and apply the Municipality's Official Plan policies; and
  • comply with the Statutory Powers Procedure Act.

Listowel Business Improvement Area

The Listowel BIA works in partnership with the Municipality of North Perth to provide Council guidance and recommendations on matters relating to creating a prosperous and sustainable environment for business in the Listowel BIA boundary and a healthy local economy. The Listowel BIA also provides recommendations to Council on policies and programs relevant to economic development.

The primary objectives of the committee are to:

  • Foster and promote a positive community image;
  • Foster and promote a healthy business environment for existing and new businesses;
  • Develop marketing and branding strategies to attract new business and promote local business within the Listowel BIA boundary;
  • Provide consistent and steadfast business support to Listowel BIA members;
  • Foster community pride in existing business and property owners;
  • Create an attractive community for residents, visitors and businesses through beautification;
  • Promote local spending;
  • Develop community partnerships and identify opportunities to collaborate to improve efforts to implement marketing and branding strategies to attract and retain business to Listowel as well as encourage local spending;
  • Develop and recommend an annual budget for the Listowel BIA for Council consideration during budget deliberations.

North Perth Cemetery Board

The North Perth Cemetery Board is a Statutory Board established by Council with specific authority granted by the Province of Ontario under the Funeral, Burial and Cremation Services Act, 2002, c.33.

The North Perth Cemetery Board must:

  • Comply with the North Perth Cemetery Rules and Regulations adopted by the Municipality of North Perth;
  • Take reasonable precautions to protect the property of interment rights holders, but they assume no liability or responsibility from the loss of, damage to, or any resulting injury from any article of any type that is placed on any lot or plot.

North Perth Police Services Board

The North Perth Police Services Board is appointed to determine objectives and priorities for police services within North Perth, after consultation with the Detachment Commander.

Perth Adult Life Care Residences Committee

The Perth Adult Life Care Residences Committee provide advice and recommendations to Council specifically related to the Perth Meadows Development.

The primary objectives of the committee are to:

  • provide advice and guidance to Council on matters pertaining to policies, practices and programs available to the residences;
  • review the marketing and promotional material relating to the sale of the units;
  • review and advise on the maintenance of the development including capital and operational expenditures;
  • review the financial position of the development including the development of the annual budget for Council approval;
  • review and development an activity calendar for the residences; and
  • matters brought forward by the residences to the Committee for its consideration

Property Standards Committee

The Property Standards Committee hears appeals against “orders” issued by the Municipality under the Municipality's Property Standards By-law.

Once an owner has been served with an “order to comply” made under subsection 15.2(2) of the Building Code Act, an owner who does not agree with the terms or conditions of the order may appeal to the Committee within 14 days after being served the order.

According to section15.3(3) of the Building Code Act, the Property Standards Committee has the power to:

  • confirm, modify or rescind the order to demolish or repair;
  • extend the time for complying with the order if, in the committee's opinion, the general intent and purpose of the by-law and the official plan or policy statement are maintained.

Fence Viewers/Livestock Valuers Committee

North Perth Council appoints Fence Viewers to enforce the Line Fences Act. The Line Fences Act provides a procedure for resolution of line fence disputes between the owners of adjoining properties. Line fences are fences that mark the boundary between properties; they are often referred to as boundary or division fences. This Act applies to both residential and non-residential fences.

The Municipal Livestock Valuers are responsible for completing a full investigation within three (3) days of receiving notification from the Clerk of a livestock loss attributed to wildlife.

Pound Keepers

The Pounds Act requires North Perth Council to appoint Pound Keepers, whose role it is to impound livestock running at large in the municipality.
